Turkey’s Black Sea Grain Plan: New Russia-Ukraine Deal Could Revive Grain Exports

Turkey says it has prepared a new plan to ensure the safe passage of grain through the Black Sea and is in contact with both Russia and Ukraine to explore a possible agreement.

Foreign Minister Hakan Fidan said Ankara is working to revive a deal similar to the Black Sea Grain Initiative, which previously allowed Ukrainian grain to reach international markets despite the war.

Turkey and the United Nations helped broker the original agreement in July 2022. Nearly 33 million metric tons of Ukrainian grain were exported through the Black Sea under the initiative.

Russia withdrew from the deal in 2023, arguing that restrictions and obstacles were preventing its own food and fertiliser exports.

Fidan said Turkey is ready to move forward if the necessary conditions emerge, potentially creating a new mechanism for safe grain shipments and easing pressure on global food markets.
